Update PTO policy to ensure sick leave law compliance #21

Our sick leave is very flexible and "unlimited" but we should update the language in the policy to make sure that we explicitly cover the legal requirements of Minneapolis and Oregon.

Mostly, I think we just need to update it say that employees have a minimum of 48 hours (6 days) of leave per year and can accrue up to 80 hours (10 days) that can carry over year to year. And add a minimum accrual rate of 1 hour per 30 hours worked.

OK, so I ended up taking some boiler plate language from Insperity and simplifying the rules by just giving everyone 10 days of sick leave per year. Then Personal Days can cover additional time that is needed (until it would extend far enough for short-term disability to kick in).

What this means is that we will need to track sick days as their own thing (so we comply with the laws) and then PD can fill in for other stuff. That really just means I need to update our leave tracker speadsheets with a new sick column, so isn't really a big deal.
