Add an overall README.md file to the root repository explaining how to set everything up #64

It would be very helpful to have an overall README.md file explaining how things are setup for the various components.

I'm doing some setup work, and will try a PR, but I don't know if there is anyone still doing any maintenance. @nikpap - is there anyone still doing reviews if I write a README?
