Vulkan 1.0.69 and 1.1.70 #18

Is it possible, to push the versions 1.0.69 and 1.1.70 to the vk-api?

Just published 1.0.69. However, 1.1.70 needs some form of alias handling to work so I'll hold off on publishing it until that's implemented.
