Small fixes from a previous verion #8

Adds some updated python compatibility. Not sure how github pulls work so forgive me if this is rather messy or done oddly :)

Changes I made are:

Config file checking to make sure there is a config file, crash prevention
SafeConfigParser changes
Legacy discord.py migration, v1.0 support

Ok. I managed to get your fork merged into the new discord.py-1.0 branch. Any updating I do for 1.0 will be in that branch, so check that as you add anything.
