Recover from migration errors #5

When Librarian encounters a migration problem, it needs to be able to back up the database (or create a copy of the database file) and rebuild.

The details of the recovery process should be logged for future troubleshooting.

User should be notified when the interface is up.

This will probably require the code from dbmanage plugin to be moved to librarian.lib.
