Updating the instructions to install wget and create conf.d directory. #38

I re-ordered the instructions so that all the Arch Linux software updates and kernel updates are performed first, as well as the installation of wget so that the scripts can be downloaded.

A clean NOOBS install of Arch Linux doesn't include the conf.d directory either (for the wireless AP), so I added troubleshooting instructions to manually add it to fix the problem.

Also, is this for NOOBS Lite? IIRC, the full version doesn't include Arch Linux ARM anymore.

I'm very inexperienced with scripting, so I'll leave it in your hands to edit. Also, now that you mention it, I did use the NOOBS Lite install since I figured I needed network access anyhow.

Thanks. I'll first take a look at the new NOOBS release and adapt the scripts. Then I'll revisit this pull.
