Dragging bookmarks from bookmarks panel to Bookmarks toolbar does not preserve bookmark title #1629

Steps to reproduce:

  1. Enable Bookmarks Bar and make it visible
  2. Open Bookmarks Panel
  3. Drag one item from the Bookmarks Panel to the Bookmarks Bar

Actual: The bookmark item that was just created does not have a title ("Untitled")

Expected: The bookmark item that was just created should preserve the bookmark title.
