Update repository and add snap package #1648

The repository at: https://launchpad.net/~otter-browser/+archive/ubuntu/release has not been updated in a while. There is no quick way to test otter except for compiling from source.

Additionally or alternatively, it would be useful to have an official snap package (which I believe its easier to maintain as all dependencies are kept in a container).

I would suggest AppImages instead. Personally I am interested in working on that in the future. Though it would be interesting to know how the old AppImages were generated.

With the script in https://github.com/OtterBrowser/otter-browser/blob/144e84cb5a7f4ad584703db2f1061d0a3e635fdb/packaging/deploy.py probably. ^_^

For the record, so far AppImages were created manually, and script is hopefully going to be used for 1.0.03.

I can't even find the AppImage on https://sourceforge.net/projects/otter-browser/? .. Well that is too bad. I won't build it from source. Otherwise I would have tried it.

As far as I see, no AppImage has been posted there since end of 2018.
