[Feed] Introduction to RSS #1658

As long as RSS was never before used or wasn't open/used in at least 3 months, display an introduction message about What is an RSS feed and How to subscribe to RSS feeds.

Closing in favor of #1704 Though, I think a link to "More Info..." leading to https://otter-browser.org/introduction-to-rss/ is beneficial for inviting users (those who enter that page) to contribute to Otter.
