Add Support for Setting Penumbra Collection on Gear Change

Add support to change Penumbra collection on gear change including

• Config to enable/disable this feature
• Config to set the Collection name for each gathering class independently

I am by no means C native so apologies if this is implemented in a less than ideal manner.

If anything, this should use IPC, definitely not slash commands. But I don't particularly want this either.

All good, I haven't much experience with IPC but I will look into it, happy for you to close if you don't want it in here!

I did this more for fun and curiosity than anything else and I had the situation where GB gearset changing wouldn't implement my glams because I like to keep my collections separate so I am only loading what is absolutely necessary. This and the other PR I just saw as something I could try and figure out for the fun of it on the spot, nothing serious hence why I didn't bring it up outside PR 😄
