Add support for HPF #2

Currently we focus on IGRINS, let's also add ability to read in HPF spectra.

Just talked with Jessica about this. We decided a key architectural decision is how to handle the sky fiber and LFC fiber. Should we treat these as meta objects or as their own spectra? Or both!

We now have support for HPF thanks to @jessicaluna ! :partying_face: I will open a new Issue about how to deal with the LFC.
