Errors when DQ array has no good pixels. #1

Some clusters breaks the pipeline as it cannot be drizzled during the first drizzle. This is because after running the Stage1 pipeline the DQ extension of rate files do not contain any pixels with a value of zero. This is abnormal and should be investigated if this exposure can be recovered.

This currently affects leo-08 (jw04681343001_03201_00001_nis_rate.fits) tri-03
