East Cascades dashboard #166

Adding new EastCascades dashboard, plus adding the word "archived" to the OKW NVUM projects.

I think this is all that's required to kick the new data into a new dashboard instance, once trails-viz-data PR 40 has been merged.

@woodsp @sgwinder Please update the contents of trails-viz-api/requirements.txt with the version in the below link. This should resolve the build issue. https://github.com/OutdoorRD/trails-viz/blob/flask-upgrade/trails-viz-api/requirements.txt
