The game as a whole, and individual galaxies have their own News channels. These are reserved in the messaging system for server generated messages to be sent out. For the galaxy specific "News channel" this includes messages announcing election season and election results, as well as changes to the EMR level of the galaxy.
However none of these are being sent, despite the EMR and election mechanics functioning, so it may be a missing command when initializing the server or something to that effect. This missing functionality keeps all players in the dark regarding election timing and thus strategic resource extraction (which happens on the same tick).
