File Uploads Forbidden #1

While testing the Sign Up experience with a newly minted profile (which has since been manually deleted), we found that file uploads were forbidden though the memory usage was at 0.00 of 5.00GB. This will be addressed shortly.

Issue was resolved by switching some of the checks in place, they now make sense logically speaking.
