WebVr Supported but no VRDisplays found #2

I have the HTC vive and with a GTX 1060 and up to date hardware. I have tried both Chromium and Nightly Builds and keep getting the same error message "WebVr Supported but no VRDisplays found" when I test the brosers.. I also get not image in the HMD for any the WebVR Tests.. I am starting to think maybe its my GPU settings. I even called Nividia and HTC and they were not sure how to handle the error only saying WebVR is not supported at this time. I know others are using it but I could use a little help in the right direction. Please let me know if you have any thoughts. I have been struggling for a while. I even wrote several of the Mozilla team any no one wrote me back.

Hi, did you solve the problem? Because I seemed to run into the similar problem and I also tried a number of ways, which all of them failede. If you successfully solve the problem, I could really take some useful tips from you, I really appreciate it.
