Refactor map header #173

This branch addresses the following issues:

Move the const value minMapVersion into MapHeader
Initialize MapHeader with reasonable starting values
Add basic unit tests for MapHeader
Alter MapWriter unit tests to allow passing with invalid version tag

This should be a small step in the right direction for improving the MapData class.
