The ArchivePacker class should be removed, and the ArchiveFile hierarchy simplified.

This class only serves to provide Repack, which should likely be a part of the OP2Archive project, rather than OP2Utility.

As OP2Archive doesn't seem to call this method, I don't think it is even used anywhere.
