Fire spreads in no build area spams chat #1616

Not sure what the bug is the fact fire spreads in a no build area or if it is the chat spamming but it is annoying as hell.

I think this is because of #325 that causes the chat to be spammed. Not sure why the fire spreads though.

I suspect this is a dupe if #1503. Quoted from there:

I'm willing to guess that what's happening here is that due to fire tracking (checking which player ignited the fire and crediting fire spread accordingly) is causing PGM to think that you're trying to place blocks in places you can't when the fire tries to spread there. In which case this is a PGM bug

@Ipskie I never lit a fire however, but yes there's some information in there that could support this issue yes.

After more testing it only happens when above height limit.

This is still a thing and it's damn annoying. I put some lava on a underbridge on Fairy Tales 2 and my chat got spammed to death. Is there any way to fix?
