Sounds Upon Certain Commands and Stuff #364

I suggest that certain things have audible tones to them. For example if somebody was issued a warn the wither spawn sound would play for them. If a broadcast or alert was issued a trumpet-esque pattern was played using a combination of noteblock sounds. Another idea is countdown sounds such as issue #336 This would be really cool. Also if somebody is permabanned it should play an awesome sound of some sort... Yeah.

I'd like to see a countdown click using dispenser click sounds.

I like @Plastix idea. This should also happen when game is ending.

This is a good idea but the issue tracker is not for feature requests. But I do plan on implementing these so this issue will stay open.

Sounds have been added for punishments (warns, freezes)

Added sounds for warn and freezing, I think that is good. Countdown tracking will be done in issue #336.
