Add proto 1.4.3 that no longer removes Block36 #27

This is experimental, requested by ItzaMeLuigi to test out stuff with block 36, tested and basic functionality works, may want to make this a module (defaulting to remove block 36 in older protos and leave it in newer ones) instead of a proto change

Doesn't Sportbukkit already replace block 36 with barrier blocks?

sportbukkit has no relation with this, PGM used to replace block 36 with air, with this it no longer removes it, barriers have nothing to do with this, and it's not actually merged even if github says it is
