Idea : Max Item Stack per loot #4

Add config option to change the maximum stack for 1 loot fished (for example, making the loot give 5 of that item maximum, so between 1 and 5)

Not a config option, but there's now a gamerule - randomFishingMaxCount - that has this behaviour.
