Similar to what maputnik already does, when the user left-clicks to select an entity and there are multiple potential entities under the click, we should display a pop-up dialog on the map with all the different entities that they might have intended to click on:
The pop-up should:
[ ] have theme information, 1 row per entity Each theme row should:
[ ] have a pin control toggle (just like the inspector/theme selector already do)
[ ] be styled differently to show selection state if clicked on by the user
[ ] show the entity information in the inspector once clicked on
[ ] hover text with more information about the entity: Type, GERS ID, Name, etc.
[ ] Stay sticky until dismissed (have a close box, or go away when the user clicks again on another part of the map)
