This branch adds both a bug icon on the site that directs the users to intake forms and the templates to create those forms. These forms are created using github features that allow for Custom "new issue" intake forms. The forms can be previewed here: display-bug form, downloaded-bug form, and the general-issue-bug form. In addition, a config file was created so that blank issue templates were still accessible.
