Doomfist Uppercut lockout #1510

In this code doomfist is able to use his abilities, primary fire and ult immediately after using his Shift (uppercut) compared to overwatch 1 where he had a 0.35 second lockout leaving him vulnerable and susceptible to being killed or stunned
