fix: prevent losing rocket punch cooldown after ultimate - [merged] #1562

_Merges punch_cooldown_ultfix -> staging

If you tried to punch immediately after ulting on doom, you'd lose the cooldown. I fixed this by moving the cooldown set a few lines lower.
