maybe fix zarya bubble position? #1592

Im not sure if it works really maybe cause of different screen resolution but it should work fine for most people? but what this does is just fix the inworld text of zarya back to it. (mine used to fit in there normally so I'm also just guessing this applies to others.)

I moved the text down because ever since 2 patches ago, the icon appears on top of the inworld text and it's very hard to see.

In other words, it's intended that the cooldown text is not directly on the ability icons.
