Documentation request for NeedsAds clarity and purpose #442

Suggest documentation on needs ads and its purpose to clarify what it could and 
should be used for?

I would like to suggest more documentation on NeedsAds for all gadget api spec 
stuff. I'm assuming this has nothing to do with adsense. Maybe its for google's 
display network or your custom. I'd think showing its purpose in text and links 
to google's display network might help if thats its intentions.
