Automate the javascript implementation builds for GWT apis #452

Due to the fast changing pace of the javascript libraries that GWT apis depend 
on, I am conferring with Erics Idea that we should automate the api build 
process. 

This is Eric's idea here:

1. what are the challenges?
2. what needs research?
3. list the items out so we can crowd source research and build.
4. get a project, docs and specs setup and shoot for the moon :).

I'm not taking any credit for this idea/suggestion. I see a huge importance 
with GWT API building and like to see it grow quickly and easily as posible.

I'd suggest integrating with the Javascript api docs team, to put it out the 
docs in xml, so it can tell the builder what to do. Or maybe you can scan the 
code internally.
