feat(general): Add strict mode and add a subcommand in civitconfig to reconfigure cached model's file path.

Description:

• [x] Add strict mode. In strict model, in cases where a model already exist (either cache or downloading to same file path), check SHA256.
• [x] Add subcommand in civitconfig to scan a directory and add path of local model to cache if it does not exist in cache already.
