Summary

Added Hash_Manager class to manage caches of models' hashes and file path.
Added overwrite conditional statement in write_file helper function to ignore writing file if it already exists.
Added civitdl and civitconfig options --cache-mode and --model-overwrite to reduce the number of times to download models from CivitAI.
Modified documentation to reflect the changes above.
