Disable DIP switches #262

They're causing more trouble than they're worth. Let's move config to the code 
or CLI

I second this... I flipped the rudder DIP and then reversed it again today. 
Afterwards my plane never could fly right again... now I'm going to reset 
everything.

I've done an initial patch to implement this for non-elevon planes here:

I test flew it today on my SkyWalker and it worked well. The patch builds on 
the RCn_REV patch that went in previously.
