parameter CLI reset not working #278

What steps will reproduce the problem?
1.  CLI -> setup -> reset -> Y,  then reboot APM

What is the expected output? What do you see instead?
Continue to get "EEPROM format version  0 not compatible with this firmware 
(requires 1)" on subsequent reboots.

The variable holding the layout revision number was not being constructed 
correctly; fixed now.
