Channel 2(elevator) issue after PPM encoder flash #312

What steps will reproduce the problem?
1.reflash PPM encoder 
2.run the servo dancing demo code

What is the expected output? What do you see instead?
The servos should move around for all channels.
Instead, all channels are functional except for channel 2(elevator), where the 
servo does not move at all

What version of the product are you using? On what operating system?
Windows 7, ardupilot mega 1.02. Unknown early batch of APM.  While setting the 
board up for the first time I noticed the servo jitter issue and tried to fix 
the problem by re-flashing the PPM encoder using the AVR programmer.  After the 
PPM encoder reflash all channels work perfectly except for channel 2.  I looked 
at the servo output signal using a scope and noticed that the magnitude and 
timing for channel 2 are incorrect. 

Is this a software issue, flash issue, or hardware issue?  Is there a solution 
to this problem?

Please look for support on the forum.  This issue tracker is for reporting bugs 
to the development team, not for support with individual problems.

I have seen the video, it it is worth to see it. The issue is very well related 
to the firmware.
