"Restart mission" command results in a null mission #315

Issuing a "restart mission" command via MAVLink leads to the UAV gently 
descending to the ground, with throttle off. I think it basically clears all 
mission commands or otherwise leads to a null mission.

As discussed on the dev call, the logic of in-flight mission commands needs to 
be scrubbed.

This was tried in HK. I can try it APM planner, too. Will get back to you on 
that.

Fixed in 1.2.93 in HK GCS. I was sending a "0" instead of "1" for first 
waypoint.
