Vaccination policy in Sweden are controlled on a sub-national level, but in general most regions have initialized Phase 3, which means everyone between 60-64 years old and people below 60 with certain vulnerabilities can vaccinate themselves. According to this dataset it's stuck at policy level 2, which corresponds to Phase 1 & 2, which is now outdated since April 21st.
