Add basic CI.

This doesn't add a job to push to pypi. I'll do that when we're ready for the public release.

@mbirtwell am I okay to merge this? I'm happy to rebase onto master if that makes the review easier?

pytype vs the ModelParameter is a bit sad. Not sure what to do about that otherwise it looks good to me.
