add oxionics pypi workflow #36

I anticipate open-sourcing this in due course, but let's start by publishing to our internal pypi server while we do initial testing.

I think that CI workflow really needs to be paired with dynamic versioning to work well.

Now we're buiding: ionics_fits-0.0.0.125+g4e1400c-py3-none-any.whl

Which is arguably an improvement. I think we should tag this commit before merging with "0.1" and then we should get a 0.1.... version.
