Modifying heuristics for RabiFlopFreq, adding tests #60

Following PR https://github.com/OxIonics/ionics_fits/pull/58, which updated the heuristics for RabiFlopTime to remove assumptions about whether the ground/excited states are bright/dark, have updated the heuristics for RabiFlopFreq. Have added appropriate tests.

Further changes: have removed the tolerance on parameters for the RabiFlopTime tests, and floated the readout levels in all Rabi tests.
