Make decoding of document type conformant with new UBL 2.1 scheme #87

Oxalis fails to decode new UBL 2.1 CustomizationId's, e.g. the new EHF_KATALOG in ELMA.

Make Customization decoding conformant with new UBL 2.1 scheme (extended, partly, strictly). Described in CWA 16558 – Annex C BII Guideline Conformance and Customizations .

CustomizationID refactored to accept customisation ID as a string, i.e. no semantic meaning
