Suggestion: Replace Runtime Exceptions thrown in Builder, Service etc with Checked ones. #22

Runtime exceptions since are not checked, could break thread loops in systems using the library

Failed test has to do with an issue in Test SML. It seems that it does not support BDXL anymore?

simple(no.difi.vefa.peppol.lookup.locator.BdxlLocatorTest): Identifier '9908:810418052' not registered in SML.
