Tabbable years of governing documents - malfunctioning #16

Need to create a navigation option for the various years of minutes & papers that enables the user to select an academic year, in a visually attractive manner that also works on mobile.

Replaced by Green Button within Accordions.

Several documents are still missing, but that's a separate issue.
