Tear Design Format Issue #24

Fixed temporarily with a tweak to the CSS that defines where the .tornPaper image goes at the top of the footer.

The deeper issue is that some page templates 'start' their content behind the top-of-page menu, and some start their content underneath it. This is why the spacing between the bottom of the menu and the banner image is inconsistent. I have asked MSL for a more sustainable fix - will create as a separate issue on here.
