Addresses Issues #2 and #7

Added a seperate settings Panel for theme related settings.
Added light mode base support for Oxocarbon - WIP for full light mode support!.
Added a notifications system for Oxocarbon related notifications.
Added a warning for anyone who chooses to use light mode, warning about the feature being WIP.
