Special characters not displayed correctly in non-english versions #50

What steps will reproduce the problem?
1. Install a German language version of OpenOffice
2. Install latest writer's tools
3. export a text with German Umlauts (ä, ö, ü, ß) and the result text does
not display them correclty. 

What is the expected output? What do you see instead?
Expected output is utf-8

What version of the product are you using? On what operating system?
1.7.3 on OO.org 3.2 and Windows XP

Export how? What command do you use?

File/Export, select MediaWiki.txt

This has nothing to do with the Writer's Tools extension. MediaWiki export is a 
feature of the OpenOffice.org suite.

oops sorry, I got the extensions mixed up. the mediawiki export is part of the 
wiki
publisher extension
