/vc togglepvp

if the user is an administrator of a clan group, toggle between allowing/denying pvp between players in that clan

this should be able to be disabled on a server basis from the config.yml

disables the /vc togglepvp command altogether

alternatively, just make it a permission (vanityclans.togglepvp)

ex. use on anarchy servers, no pvp blocking is needed

This feature is a bit convoluted, and PVP blocking exceeds the amount of interference with gameplay that VanityClans is supposed to have.

This will not be added.
