This PR closes #11 and upgrades the bot to PTB v20.
Dispatcher is replaced with Application
Callbacks are now
async
and use
await
, along with the various decorators
Removed memoize-with-timeout (MWT) on group admin call
Updates references to API that was moved: filters, chat actions
