Implement IPv6 connection establishment strategy #3

@GurGaller this is not necessary for now, we have the other method, and we can add this if needed afterwards

@yotamss we'll need it eventually, because as we saw the other method is problematic and doesn't work on all common networks in Israel.

This method should give us close to 100% coverage by itself, while not screwing the LAN, and having shorter initiation time. I think the other method should be used as a fallback to this one.

As for the priority of the task, I agree that we don't necessarily need to implement this right away, but because there are some unknowns here and we rely on this to work, I think it is best to tackle it sooner rather than later
