Migrate main site accounts and create new role to allow community creation for logged in users (but not edition of taxonomies)

Done. Added permissions to create CBPP communities.

TO-DO:

Aware users of need of resetting passwords (according to usernames on local file)
Recheck permissions with masquerade
Prepare manual and instructions
