sync: use `ggml` upstream master branch #115

This PR adds ggml as a submodule of bark with a snapshot to the latest commit of the master branch in ggml. To synchronize with the latest ggml API, I carried out some changes:

Move ggml_sigmoid into user space (now encodec_sigmoid)
Move ggml_pad_reflec_1d into user space
